Business Capabilities are "what" the organization does and the measurement of how well they do it. While the processes are the specifics on "how" those capabilities are implemented.

"The Business Capabilities view describes the primary business activities of an enterprise and the pieces of the organization that perform those functions. This view further distinguishes between customer-facing functions, supplier-related functions, business execution, and business management functions".
